Transrate
Rather than convert the content from one codec to another, and risk concatenation effects, transrating merely lowers the overall bitrate or frame rate. Transrating can also involve reducing the resolution by abandoning certain data—a process that MPEG-4 is capable of—but most solutions opt to transcode to lower resolution rather than transrating the content. Scalable Video Coding (SVC) has the inherent potential to transrate content.
